1.1 Who produces the Sailor Moon Collectible Card Game?

Dart Flipcards, inc is a North American trading card and collectible company with offices in Montreal, Quebec, Canada, and Champlain, New York.

1.2 Who designed the game?

Mark C. MacKinnon, President of Guardians Of Order, Inc., along with a design team. Mark C. MacKinnon is the game's lead designer and the three members of the design team are Jeff Mackintosh, Karen McLarney, and John R. Phythyon, Jr.

1.3 Is there a website that supports the CCG?

Decks and Distribution

2.1 What makes up the base set?

There are 160 cards in the base set, 10 of which are foil chase cards. The foil chase cards are ultrarare and only available in the 11 card Booster Packs. The cards are sold in 6 different 60-card Character Decks (one for each Sailor Scout and one for Tuxedo Mask), a 2-Player Introductory Starter Deck, and 11-card Booster Packs.

2.3 What are the commonality breakdowns of the cards?

Cards 1-60 are common, cards 61-120 are uncommon, cards 121-150 are rare, and cards 151-160 are ultra-rare foil chase cards. Cards 1-3 are Power Cards that are the most common of all cards.

2.4 How many Power, common, uncommon, and rare cards are in the decks?

The 6 Character Decks each have 24 Power cards, 18 common cards, 15 uncommon cards, and 3 rare cards. The 2-Player deck has 22 Power cards, 23 common cards, 13 uncommon cards, and 2 rare cards. The 2 rare cards in the 2-Player Deck - Nephlite and Malachite - are not available anywhere but the 2-Player Deck. Foil chase cards are only available in Booster Packs.

Game Play

3.1 How did Guardians Of Order set about designing the game? Where can I learn more?

The Sailor Moon CCG was designed from the Tri-Stat System that is used in the SAILOR MOON ROLE-PLAYING GAME AND RESOURCE BOOK, by Guardians Of Order. The Sailor Moon CCG is a stand alone game and you do not need the RPG to play. For more information on the Tri-Stat System, visit the Guardians Of Order webpage at http://www.guardiansorder.on.ca.

3.2 Who can discard 3 Power cards to force a challenge to be replayed?

Only the 2 players actually doing the challenge.

3.3 When are Defense Events played?

During Attack Phase 3 or Combined Phase 4 after the Monster or Villain has used its own defense abilities.

3.4 Do I have to use a Monster's defense ability when the Monster is attacked?

No. Using a defense or attack ability is always optional.

3.5 If I am using a Person to aid in an attack and the target Monster's defense ability forces me to discard that Person, do I still receive the benefit of that Person? What about Items?

Monster defense abilities (Attack Phase 3) occur before the Scout/Knight delivers damage (Attack Phase 4). Consequently, Persons cannot assist you if they are forced to the discard pile. Items work a little differently. If the Item (such as Ofuda Scroll) is used and then discarded before the attack in Step 3: Use Cards, then the Item is already in the discard pile and is still effective - the Monster's defense ability cannot force it to be discarded. If the Item (such as Mini-Computer & VR Goggles) is used during an attack, it is similarly used and discarded at the beginning of the attack and still benefits the Scout/Knight (Monster defense ability does not affect these Items). If the Item (such as Knight Armor) is attached to a Scout/Knight/Monster/Villain, then the Monster's defense ability forces it to the discard pile before it can be used. Finally, if an Item (such as Luna Pen) is in the PIE Zone and can only be used after the attack, the Monster's defense ability forces it to be discarded before it can be used. If these Items are played from the hand and are not in the PIE Zone, however, then defense abilities cannot force them to be discarded.

3.6 What happens to the Monster card that was replaced by a Villain card after that Villain is defeated?

Both the Monster and Villain cards are removed from play, but the attacker only gains the Victory Points for defeating the Villain.

3.7 If I launch a combined attack against a target, but I fail the challenge and deliver no damage, does the target still get to attack back?

Yes. Delivering damage to the target occurs during Combined Phase 5. Even if the combined attack fails and delivers no damage, the attack continues on to Combined Phase 6 (deliver damage to Scouts/Knights).

3.8 Why do some Scouts/Knights have different attack damages or Health than other ones? Isn't this unfair?

The difference on the cards reflect the differences between the Scouts/Knights in the show. For example, Sailor Jupiter is much stronger and athletic than Sailor Mercury and so she has more Health. Sailor Mercury's attacks can often confuse her opponents, however, and so they do not always get to attack her back (a challenge is played). To balance the differences between the Scouts/Knights, each character starts the game with a different PIE card in play. The more powerful characters start with less powerful PIE cards, while the less powerful characters start with more powerful PIE cards. You can decide who you think the best starting character is, and put that character in play first.

Specific Cards

4.1 Monsters

4.1.1 If Bobo the Vulture does not have a Soul Power card attached, how much damage will the Left Hook deliver?

None, because the attack requires a Soul Power. In this case, you can only use his Punch attack for 10 damage. If you did discard a Soul Power, however, you would deliver 30 damage. A win would increase the damage to 60 total. This type of attack is also used by Monsters such as Veena/Misha&Janelle and Ninjana.

4.1.2 How much damage does Thunderclap do?

She delivers 60 points when you discard 1 Body Power.

4.1.3 If Techniclon does not have any Body Power attached, how much damage does the Return Attack deliver?

Since Techniclon does not have any damage value listed, she will not deliver any damage unless 2 Body Power are discarded.

4.1.4 Some cards, such as Techniclon and Dragon/Timewarp Genie have attacks that indicated "deliver the damage of the attack that the Scout/Knight used against her." What does this mean?

This means that the Monster's attack damage is equal to the Scout/Knight's attack damage. So, if Sailor Mercury uses her Mercury Bubbles Blast against the Monster (30 damage), the Monster will attack Sailor Mercury back with 30 damage as well.

4.1.5 If the Mud Minion Horde loses the challenge for their defense ability, what does "Double damage of Scout/Knight attack" mean?

The Scout/Knight's attack damage is doubled. So, if Sailor Jupiter uses her Jupiter Thunder Dragon attack (50 damage) and the Mud Minion Horde loses the challenge, Sailor Jupiter delivers a total of 100 damage.

4.1.6 My Scout, Sailor Moon Level 2, has 3 Soul Power cards attached. If Sailor Moon attacks Faraion with Moon Healing Activation (requiring 3 Soul Power) and Faraion forces her to discard 1 Soul Power, can she still attack with Moon Tiara Magic (which only requires 2 Soul Power)?

No. On page 31 of the rulebook, it states "if the attacking Scout/Knight no longer has the required Power cards attached to do the attack selected in Phase 2, the attack is now over." Once an attack is selected, Sailor Moon cannot change the attack because she does not have the required number of Soul Power.

4.1.7 On some cards, such as Racy and Amphibia, the defense ability reads, "Attacking opponent must discard X Persons of his or her choice." Can the attacking opponent select any Person in play to be discarded, or only his or her own?

The attacking opponent must discard one of his or her own Persons. If the card had read, "must discard X Persons IN PLAY of his or her choice," it would have meant that any Person could be discarded. The term "in play" refers to any Person in any player's PIE Zone. This rule also applies to Items and Power cards.

4.1.8 Avocado's Item Swap defense ability reads, "Discard 2 Any Power and any 1 Item in play." Does this mean that the defending player can force an Item belonging to any player to be discarded?

Yes. The phrase, "in play" means any Item currently in any player's PIE Zone, or currently attached to any Monster, Villain, or Scout/Knight. The Item discarded does not need to belong to the defending player.

4.1.9 How much damage do Black Widow and Four Face deliver?

They do not deliver damage because they do not have attack abilities. If the Monsters had a Negaverse Sword attached to them, however, they could deliver 20 damage to the attacking Scout/Knight.

4.1.10 If I have 2 Mind Power attached to Animal Instinct and I wish to use her Cause Anger defense ability when she is attacked. What steps do I follow?

First, you choose how many Persons you wish to target. If you discard both Mind Power, you can target 2 Persons. Let's assume you are trying to force Luna and Artemis to the discard pile. First you do a challenge against Luna. If you win, she is discarded. If you lose, she remains in play. Regardless of the result, you then do a challenge against Artemis next. Again, if you win, he is discarded. You attempt to Cause Anger in each Person separately.

4.1.11 In a multi-player game, who loses a turn when Ramwoir/Dream Dolly uses her Time Control defense ability?

Only the attacking opponent. No other player is affected by the ability.

4.1.12 Jumo's Regeneration defense ability allows her to remove 20 damage. If Sailor Venus attacks her with Venus Crescent Beam Smash for 30 damage, is the damage simply reduced to 10?

No. Target defense abilities (Attack Phase 3) occur before damage is applied (Attack Phase 4). The Regeneration defense ability can only be used to remove damage Jumo received during an attack in a previous Turn. For example, when Sailor Venus attacks Jumo with Venus Crescent Beam Smash for the first time, there is no damage on Jumo and thus, she cannot Regenerate. If Sailor Venus decided to attack again on her next turn, Jumo could use her Regenerate ability to remove 20 damage, thus leaving 10 damage. The damage from Sailor Venus's attack is then applied and the total damage on Jumo would equal 40.

4.1.13 If Water Sprite does not discard any Soul Power cards for her Spiked Tail attack, how much damage does it deliver?

None. Water Sprite only delivers the 60 damage if an attached Soul Power is discarded.

4.2 Villains

4.2.1 When I use Jedite's Magical Item Creation defense ability, can I bring in a Knight Armor and Negaverse Sword and attach them to him immediately so he will benefit from them during the attack?

Absolutely! You can bring any 2 Items into play immediately. Not all Items can be used in this way, but you can certainly attach the Armor and Sword immediately. Other non-attachable Items such as Pocket Communicator and Spaceship must be placed in your PIE Zone since they cannot be used until it is your turn.

4.2.2 If I use Alan's Soul Drain defense ability to deliver 20 damage to each of my opponent's Monsters and, as a result, one of the Monsters has more damage counters on it than it has Health, do I get the Victory Points for it immediately?

Not immediately, since Monsters are only defeated during Step 6. The Monster is defeated after the attack is over, and you receive Victory Points at that time.

4.2.3 Can I use Ann's Doom Tree Regeneration defense ability to discard 3 Soul Power and remove 90 damage?

No. Ann can only discard one Soul Power during a single attack. Both Rubeus and Sapphire can discard multiple Power cards, however, as indicated on their card text.

4.2.4 How long do the Items created by Wicked Lady's Dark Luna Ball defense ability remain in play?

One Turn, which means until the attacking opponent's Turn is over and the next player takes his or her Turn. See FAQ question #5.3 for more information about using Wicked Lady's defense ability.

4.3 Persons

4.3.1 How many times can I use Grandpa Hino during my Turn?

Just once each Turn.

4.3.2 Can I play or use more than 1 of a particular Person card during my Turn (such as Ms. Haruna or Luna)?

No. Page 27 of the CCG Rulebook reads, "You can only have one of each specific Person card in your PIE Zone at any time." However, if that Person is forced to the discard pile, you may have the opportunity to replace it with a new one from your hand during Step 2 of your Turn.

4.4 Items

4.4.1 When I use Costume (and most other PIE cards) during Step 3: Use Cards, do I have to declare the target Monster at that time?

Yes. The text of any card takes effect when the card is played. If you select Black Widow as the target of Costume, but for whatever reason do not attack Black Widow during your Turn, the Costume card cannot be used.

4.4.2 When do I use Mini-Computer & VR Goggles?

At the beginning of an attack, before Attack Phase 1. At this time, the target of this Item must be specified.

4.4.3 Can I place Knight Armor and Negaverse Sword in my PIE Zone and attach them to a card later, or do I need to attach them immediately?

Like all Item cards, you can place them in your PIE Zone until you intend to use them. In a later Turn during Step 2: Play Cards, you may attach them to the Scout/Knight/Monster/Villain. The cards remain attached until you use them.

4.4.4 When do I use the Luna Pen?

Unlike most other Items, the Luna Pen is used at the end of an attack, before damage is delivered to the Scout/Knight.

4.4.5 Can the Luna Pen be used during a combined attack?

No. The Luna Pen can only be used in a regular attack.

4.4.6 Can I play or use more than 1 of a particular Item card during my Turn (such as Costume or Mini-Computer & VR Goggles)?

Yes, unless the card indicates otherwise.

4.4.7 If I am using the Negamoon Bomb to destroy a Person from one opponent and a Monster from a different opponent, who plays the challenge with me?

The two players affected by the Negamoon Bomb must decide which one of them will play the challenge. The decision could be important, since only the players actually doing the challenge can discard Power cards to replay challenges.

4.5 Events

4.5.1 For Split Attack, which Power cards can I discard?

You can only discard Power cards from your hand to activate this Event.

4.5.2 The Combat Training card allows me to "add 20 damage to any 1 Scout/Knight attack or combined attack." When the card is played during Step 2: Play Cards, do I need to specify which attack I am adding 20 damage to?

No, since the card does not indicate that you must select which attack when the card is played (it says "any 1").

4.5.3 When my opponent plays the Discovery! Event and searches her deck for a PIE card, how can I be sure that she has not mistakenly placed a different card type in her hand?

You can ask your opponent to show you the color of the card's border (it should be a pinky-purple). This allows you to verify the card type without giving away the card name.

4.5.4 Do I need to show my opponents the card I have drawn from my discard pile when I play the Memories of the Past Event?

No, you can keep your selection secret.

4.5.5 If I attack my opponent's Monster and he plays Hidden, I am supposed to attack another target Monster or Villain. If I am the only player that has any other Monsters or Villains in play, what happens?

Your first target Monster hides, but you do not get to attack any other card since there are no other targets.

4.5.6 When do I play On the Ball?

During Step 2: Play Cards.

4.5.7 If my opponent plays Overpowering Attack on me and selects Soul Power, do all of my Scouts/Knights lose all of their Soul Power cards?

Yes. Overpowering Attack affects all of your Scouts/Knights.

4.5.8 On the Self-Sacrifice card, does "destroyed" mean "defeated?"

Yes.

4.5.9 Where do I discard Sailor Pluto after use?

She is discarded from the game. She is not placed in your discard pile.

4.6 Scouts/Knights

4.6.1 Sailor Moon has an ability called Moon Healing Activation. Does this allow her to heal?

No. The red dot signifies that Moon Healing Activation is an attack ability like Moon Tiara Magic and Cosmic Moon Power. The word "Healing" represents the attack's ability to banish Monsters from their human hosts in the TV show.

4.6.2 Scout/Knight defense abilities cannot be used to avoid or reduce the damage delivered by the target Monster/Villain during a combined attack. What about Sailor Mercury's, Tuxedo Mask's and Moonlight Knight's special abilities ("win prevents target from attacking"), which is tied to her attack?

For combined attacks, these special abilities are considered to be defense abilities and thus cannot be used to avoid or reduce damage. An example of the rulebook considering them as defense abilities is located on page 32.

Card Combinations

5.1 If my Sailor Moon attacks the Doom & Gloom Girls and they use their Vine Trap defense ability to allow Pox to make an attack against Sailor Moon as well, can my Sailor Mars still attack Pox when she gets to attack?

Yes. The Vine Trap ability reads, "(Scout/Knight cannot attack the second Monster this turn)." This means that Sailor Moon cannot attack Pox just because Pox is attacking her. Effectively, Pox gets a free attack against Sailor Moon. Since the term "Scout/Knight" in the Vine Trap ability refers only to Sailor Moon, Sailor Mars can still attack Pox when it is her turn to attack.

5.2 If a Scout attacks my Doom & Gloom Girls and I use their Vine Trap defense ability to allow Ninjana to make an attack, can Ninjana use her Multiply and Attack attack, or must she only use her Shuriken attack?

The second Monster chosen to make an attack can use any attack ability (red dot) of their choice. The second Monster's attack is treated as a normal attack.

5.3 The Knight Armor card reads, "(maximum 1 Knight Armor per card)." If Wicked Lady has a Knight Armor card attached, can she use her Dark Luna Ball defense ability to imitate a second Knight Armor?

Yes, Since the Dark Luna Ball is not an attachment, she can effectively have 2 Knight Armor protecting her in this situation. This also applies to the Negaverse Sword card.

5.4 If someone plays Confusion on me and I have Artemis in play, do I draw 5 or 6 new cards?

You draw 6 cards.

5.5 Assume my opponent has 2 Monsters in play. If I attack one and she plays Hidden, I am forced to attack the other one. If she plays Hidden again, what happens?

You are then allowed to attack your initial target again, since the Hidden card your opponent first played only redirects your attack once.

5.6 Assume my opponent has 2 Monsters in play - Bakene and Bumboo. If Tuxedo Mask attacks Bakene, and my opponent plays Hidden, Tuxedo Mask is forced to attack Bumboo. If I now wish to attack with Prince Darien, which Monsters can I attack?

Since Bumboo was attacked this Turn, Prince Darien cannot attack him. Bakene was originally a target for an attack, but since he hid from the attack, Bakene is still a legal target. Thus, Prince Darien can only attack Bakene.

5.7 If my Sailor Venus attacks Leo the Lion with Venus Meteor Shower (50 damage) and the defending opponent plays Hidden, does Leo still get to use the Super Strength defense ability to ignore 30 damage from the attack, even though Sailor Venus is no longer attacking him?

No. Since the defense ability allows Leo, and only Leo, to ignore 30 damage, the defense ability does not apply once Hidden is played since Leo will not be the target. Sailor Venus's new target will still suffer 50 damage.

5.8 Assume my Sailor Venus (with 6 Mind Power attached) attacks Faraion with Venus Meteor Shower and the defending opponent discards the Soul Power that was attached to Faraion to force Sailor Venus to discard one Power card. If the defending opponent now plays Hidden, does Sailor Venus still lose that Power card now that she is attacking a different target? Does this apply to combined attacks as well?

Yes. For both attacks and combined attacks, the target's defense abilities may be used before PIE cards such as a Defense Event. In this example, Sailor Venus must discard a Power card before the Hidden card is played. When she is forced to attack a different target, she will have 1 less Power card.

5.9 If I want Luna Ball to imitate a Moon Star Locket, should I attach a Power card to the Luna Ball?

Yes. Since the Moon Star Locket requires a Power card to be attached, the Luna Ball must also have the Power card attached if you want to mimic the Locket's ability.

5.10 Assume Sailor Mars plans to launch an attack and successfully uses a Mini-Computer and VR Goggles, but she also plays a Combat Training and On the Ball. Since the On the Ball Event card allows her to get a second attack, does the second attack receive the benefits of the 2 PIE cards she played during the initial attack?

No. Unless otherwise stated, PIE cards affect a single attack. The second attack is a different attack and the PIE cards do not carry over.

5.11 I want to play Combat Training so that it will affect the second attack gained when I play the On the Ball card. When must I play this Combat Training card?

Since Combat Training is an Event, it can only be played during Step 2: Play Cards. If you do not play it at this time, you cannot use it for the second attack.

5.12 Do a target's defense abilities protect against the second attack gained from On the Ball? Can the defending opponent play Defense Event cards to defend the target?

Yes on both counts. The On the Ball Event allows the attacker to make a second attack. All the same rules apply to that second attack, except the target cannot attack back.

5.13 If Prince Darien is attacking and uses On the Ball to deliver an additional attack, can his Armor reduce the automatic 20 damage he receives for launching the second attack?

No. Prince Darien's Armor defense ability only reduces attack damage. The damage received when playing On the Ball is automatic, and is not the result of an attack against Prince Darien.

5.14 I know that if I have Sailor Moon and Sailor Mars in my Ally Zone, with 1 Soul Power attached to each, I can still make a combined attack with them if I have Andrew in play (he adds 1 Soul Power each, and each Scout needs a minimum of 2 Power cards). Assume I launch a combined attack by discarding the 2 Soul Powers (60 damage for the combined attack). If the target's defense ability forces Andrew to the discard pile, is my combined attack affected because Andrew is discarded? Does my combined attack fail because my Scouts now do not have the required 2 Power cards minimum?

Even if Andrew is discarded at this point, your combined attack is unaffected. If you follow the Combined Attack Phases on page 33 of the rulebook, you will see that Energizing the Attack (Phase 3) occurs before Target Defense Abilities (Phase 4). Since both Sailor Moon and Sailor Mars were both eligible to participate in a combined attack in Phase 3, it doesn't matter what happens in Phase 4. Both Scouts have committed to the attack, and the Power cards have been discarded. Losing Andrew might be unfortunate, but it does not affect your combined attack.

Tournament Rules

6.1 How many Victory Points (VP) are needed to win a tournament?

It depends on what the judges decide. We recommend that 4 VP are needed for the beginning matches, 5 VP once the elimination starts, and 6 VP for the finals.

6.2 How do foil cards affect tournament play? Can they be proxied?

To avoid identification of the foil cards in a deck, official tournament play requires all foil cards to be proxied by a different card. This means that if you want to use Sailor Pluto in a game, you must select a different card to represent her (for example, a Mind Power card when your deck exclusively uses Soul Power) and place that proxy card in your deck. The Mind Power card you choose to represent Sailor Pluto cannot appear in your deck more than this one instance, unless you plan to use 2 or more Sailor Pluto cards (you place as many Mind Powers in your deck as you have Plutos to a maximum of four).

6.3 Can I proxy a foil card that I do not own?

No. For every card you wish to proxy, you must own that card and have it present at the tournament. You do not need to reveal the exact card until you wish to play the proxy, but you must place the proxied foil card face down on the table during your match. A note should be made before the game begins indicating which card in your deck represents the foil card. As an example, consider FAQ #6.2 in which a Mind Power card is used to represent Sailor Pluto. In addition to the Mind Power Card that is in your deck, place a second Mind Power Card face down on the actual Sailor Pluto card to prove that the Mind Card in your deck represents Sailor Pluto.

6.4 Can I proxy other non-foil cards?

Yes. Any card can be proxied.

6.5 Can I use card sleeves in a tournament?

Yes, but foil cards must still be proxied.

6.6 Are there time limits on games during a tournament?

This depends on the judges. If they believe time to be a factor during the tournament, they should announce the time limit on each game before they begin. We strongly recommend that the final match in a tournament be played without any time limits, however.

6.7 What is the minimum and maximum deck size?

Minimum of 60 cards, with no maximum limit.

6.8 Can cards be added or removed from a deck between games?

Yes, unless the tournament rules indicate otherwise. You cannot change your deck during a game.

6.9 How many of each card can I have in my deck?

You can have a maximum of 4 of any one card in your deck. There is no limit to the number of Power cards, however.
